They are unlikely to remove it because it’s clearly visible on street view. They may update the location based on the evidence, but that would not move it out of the cell that it’s in, it would only move it to the front of the building, which is further inside the cell that it’s already in. Any attempt to place it in an inaccurate location could be considered abuse and may result in action being taken against your account.
I understand. Is there any way to determine if the reason that it is not on pokemon is because it is in a cell that already has a pokestop in it? I have seen 2 pokestops in 1 cell other local places. TY
Yes, as previously mentioned it’s possible to see that:
- it’s in the same cell as an existing pokething
- the correct location will not cause it to become a pokething
There are only certain situations where more than one Pokéstop or Gym can be in a Level 17 S2 Cell.

sponsored locations bend the rules somewhat. If a sponsored location is added to a Level 17 S2 Cell that already contains a Pokéstop or Gym, both will be able to coexist so long as the original wayspot isn’t too close to the sponsored one. However, if it’s the other way around and a regular wayspot is added to a Level 17 S2 Cell that already contains a sponsored wayspot, that won’t be able to appear.

quite some time ago, location edits used to ignore the placement rules. So if a Pokéstop or Gym was moved into a Level 17 S2 Cell that already contained a Pokéstop or Gym, then the cell would contain two Pokéstops or Gyms. This wasn’t intended behaviour, and it led to a lot of abuse, so Niantic did fix it. However, they didn’t clean up edits that had happened before the fix was implemented (unless there were clear signs of abuse), so such locations were allowed to remain with more than one Pokéstop or Gym per Cell, with the caveat that if any such Pokéstop or Gym gets edited now, it will cause the Cell to update and conform to the rules correctly.
