Each S14 can have up to 3 community nominated gyms; if you see a larger cluster than that, it could be that they are in separate S14s and are just close to the boundary lines.
Sponsored pokestops and gyms can be added on top of that, and are not subject to the exclusion rules, with one exception: if an S14 has less than 3 community gyms, any sponsored gyms are also counted toward the limit, which may prevent more community gyms from being created even when there are not yet three.
Example re S14s. As you see there are five gyms rather close here. This is the view from my home facing southwest. The two blue gyms shown, while extremely close (same apartment complex) are in separate S14s. The red gym shown to the right and the right hand blue gym are in the same S14 as each other (the right hand blue gym is in the far corner of my home grid). The two reds farther in the distance are in a third S14 grid.

Depending on where you need pokestop/gym, you can prioritize submission on cells that can have more gym (less than 20wayspots)
