I can’t answer most of this, but I can answer that distance is not a factor for determining if something will go live in Pokemon Go. It is a factor for Ingress, which has a 20 meter rule instead of S2 cell rule.

I recently pulled up this example to demonstrate that it only has to be over the imaginary line for pogo:

In case I step away again, I thought I would leave an example of this: [image] The red dot is a gym, and the blue dots are pokestops. You can see how there is a pokestop right next to the gym but on the other side of the cell line. Meanwhile, the portal I highlighted is much further from the gym, but doesn’t appear in Pokemon Go because it is in the same L17 S2 cell as the gym.
