I personally feel scammed out of my appeal and would like for this to be re-reviewed. Even if it is found to not be eligible, I’d want a proper explanation from Niantic/Scopely, as the appeal rejection notice makes no sense at all taking their own criteria into account.

It seems like your appeal reviewer was treating this as a business submission rather than a post office. I’m not entirely familiar with what German post offices should look like, but that seems pretty post office-y to me. Shouldn’t matter that it’s inside a supermarket, as most post offices are part of a shop or commercial building to save on operations costs. The rejection should be overturned imo, as you say post offices are literally in the acceptance criteria as an example.
