Niantic will have either had a property owner request to remove it, or evidence that it should be removed. You could present evidence that it still exists and meets criteria with this request, but even if it were to be reinstated, it will most likely not be eligible to reappear as a gym. Since Red Devil Pizza is in the same L17 S2 cell, that should either be a gym or pokestop now, with a new gym popping up somewhere in the larger L14 S2 cell if the threshold is still met.

A: What are the rules regarding the Red kerb stones?
B: What is its use and how does it fit criteria (Exercise, Socialise, Explore)?
C: The Co-ords above do not match the said location by 13 metres?
