Are tutoring service centers eligible?

Hello all! I’m looking for some opinions on this, and I couldn’t seem to find any prior discussions on the subject.

I’m considering nominating a local tutoring center that’s been very significant to the local community for over ten years. However, seeing as it’s a tutoring center that typically caters to middle/high school students, I wasn’t sure if it would be eligible (plus the one in question is literally across the street from a high school, which is good marketing by them).

I know that K-12 schools and preschools/daycares are not eligible to be wayspots, but a privately owned tutoring center itself isn’t any of those things. The problem is that it’s such a school-adjacent thing that I feel like people might reject it for that reason anyway.

Note that it says to reject

facilities primarily focused for persons under 18 years of age

From past clarifications, I apply this rule to any situation where under age persons are going to be dropped off in the care of others, and that would include a tutoring center.
