Are tutoring service centers eligible?

Hello all! I’m looking for some opinions on this, and I couldn’t seem to find any prior discussions on the subject.

I’m considering nominating a local tutoring center that’s been very significant to the local community for over ten years. However, seeing as it’s a tutoring center that typically caters to middle/high school students, I wasn’t sure if it would be eligible (plus the one in question is literally across the street from a high school, which is good marketing by them).

I know that K-12 schools and preschools/daycares are not eligible to be wayspots, but a privately owned tutoring center itself isn’t any of those things. The problem is that it’s such a school-adjacent thing that I feel like people might reject it for that reason anyway.

Private Residences, Farmland & K-12

Single-family private residential properties (SFPRP), farms, and K-12 (schools or facilities primarily focused for persons under 18 years of age) are ineligible. This includes the outer facing facade, fence of these locations, and property boundaries. facilities primarily focused for persons under 18 years of age

From past clarifications, I apply this rule to any situation where under age persons are going to be dropped off in the care of others, and that would include a tutoring center.
