Over the past years I have reported 15-20 pokestops that should be removed because the object had disappeared. None of these proposals have ever been successful. Is it Niantic ‘s mission to keep history alive by keeping everything that ever existed on the map?

As you can understand, it takes evidence to get a Pokestop removed. If you want to appeal these rejections, that is one of the reasons the Wayspot Appeals category exists. You can present more evidence there than you can in an in-game report.
The Wayspot Appeals category is also for requesting restoration of removed Wayspots. So you know they are sometimes removed.
You can also use one of the forms linked at the top here to report that a Wayspot should be removed.
Wayspots do get removed, but people only post about the ones that fail to get removed. It can be frustrating to get a rejection for something you know is gone and have to spend time providing evidence for an appeal. I can understand some people giving up at this point and just letting the wayspot stay.
From the perspective of Niantic, they can’t remove something without clear evidence that it no longer exists, so I understand that as well.

Yes they can be removed, but there needs to be clear evidence that it meets the removal criteria.
If your initial report is declined you can make a case in the appeals section of this forum
You can attach photographic proof as evidence.
