Graffiti that is done by a random person, but not endorsed by the property owner (perhaps the city) is not eligible. That kind of graffiti is temporary because the owner or city is likely to remove it at any time. Offical murals are commissioned and paid for, so they are permanent and eligible.
Water fountains as a place to drink have never really been eligible, though i know Spanish Wayfinders have accepted them.

Also I would strongly recommend against putting your username or part of your username in wayspot nomination titles, that will indeed get rejected every single time.
Screenshots of your nominations would help, but as SeaPrincess said the fountain may have been considered generic infrastructure.
