Although indoors, this building is always open as a national university student center, and non-students are allowed to enter. It is a kind of indoor square where many students gather. I know that it is possible to submit even if it is indoors, but is it okay to submit it if it is a student’s community space like this?

That doesn’t necessarily mean that it will meet other criterion but the fact that it’s only available to some people doesn’t prevent it from becoming a wayspot.
I don’t know how to find the reference but spots that are ticketed or only open to certain residents or even military bases are eligible.

I don’t think it looks like a good place to socialize. It looks like a place to get work done (homework, job seeking, etc).
If they host community social events or classes, do include that in your nominations.
Students can still socialize while working together. I did that quite a bit in college: met up at a lounge area in a college building to either work on a project or even just have a coffee and talk business.
Socialization isn’t just “hey, how have you been?” it can also we “so, what should be focus on for our history project?”
