I was recently on holiday and attempted a Pokestop nomination just before I left, but shortly after leaving I realised that the app had got stuck uploading the images and I lost all the nomination information without submitting. Home is several hundred km away from the location I was attempting to submit. I know the exact location, have the photos and description/supporting information but it keeps telling me that there was an error if I try and submit a nomination as I think I’m too far away. Is there any way still to make the nomination?

I’m disappointed that there’s no way currently to make the submission as I spent quite a while translating what I’d written into French, so it now feels like wasted effort. 
I didn’t really understand the graphic about rankings? However I did comment on the thread you suggested 
You can create a draft submission on the wayfarer website. This can be done without any distance limit, so you can at least get this nomination started.
The draft cannot (currently) be submitted until you are within the 10km range.
I tried that but for some reason it wouldn’t even let me do a draft - it just said there was an error. There’s no way I’m likely to be able to submit the nomination anyway as it’s around 1100km from my home location, so unless Niantic significantly relaxed the distance limits it’s not going to happen. Thank you for the suggestion though.
When I first tried a remote draft submission, the map whinged that the distance was too much, but still let me create the draft.
If you have the photos, you could at least create the draft so that you don’t use them, just in case the distance limits ever get relaxed in some way.
If you get an error, you can post on these forums for assistance - include screenshots
