You can create a draft submission on the wayfarer website. This can be done without any distance limit, so you can at least get this nomination started. The draft cannot (currently) be submitted until you are within the 10km range.

I tried that but for some reason it wouldn’t even let me do a draft - it just said there was an error. There’s no way I’m likely to be able to submit the nomination anyway as it’s around 1100km from my home location, so unless Niantic significantly relaxed the distance limits it’s not going to happe…

When I first tried a remote draft submission, the map whinged that the distance was too much, but still let me create the draft.
