The white dots are in occupied L17 S2 cells, so are not eligible to become Pokestops or gyms. If you are not familiar with this concept, this is a good article explaining what the community has observed: https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/
Some of the ones that are further away from a Pokestop or gym may be used at some point for Power Spots, but we have not figured out exactly how those are chosen, as far as I know. It may be random among Wayspots in occupied cells that are at least 22m from a Pokestop or gym.
Another way which these Wayspots could be used is if one of the existing Pokestops or gyms must be removed. Then another existing Wayspot could be promoted.
And who knows what could be added in the future

Thank you so much! I never knew how to check the cells within this, I’m new to this concept. Years ago me and some friends in the village were playing Pokémon GO without knowing the usefulness of pokestops and or gyms, so my only goal was to contribute for us all.
