I still try to figure out how things work with wayfarer POI and in-game POI. So, I get into the cells topics and here what I doesn’t get.
Is that a somehow not written rule that there may be only one pokestop per cell?
My submission was approved but after 72h there is no new pokestop nearby, and then I checked, and there is a Gym in the same cell - is that the reason?

I came back to game after few years (I quit as my area was quite empty in terms of POIs and wild spaws) when friend told me that now you can submit POI from POGO and have chance to build up the near villages with nice POIs.
Short answer, yes. There are situations in which multiple pokestops/gyms could exist in the same L17 S2 cell, but it is not possible to intentionally create those through the Wayfarer process.
Short answer, no. Not unless all the other Wayspots in the L17 are moved or removed. The gym in the same cell would prevent your newly accepted Wayspot from showing in PoGo. If it is 22m away from the gym, it may be used as a Power Spot at some point. Power Spots are not added in with a daily sync like pokestops and gyms are.
Be aware that Ingress is no longer a part of Wayfarer since the Scopely split, so that map of portals will not be updating with new Wayspots. And it never showed them all, only the ones eligible to be portals. Portals have a 20m inclusion rule.

As those POI are now on game, there is nothing I can do to improve situation for local players? We would need to look for or try to create places that can become waypoint in the future?
I already sweep the village few times, but there is not much that can be submitted or is quite questionable
Since you know how s2 cells works, You could work with your community to set up LFL or something in park. Just for reference nominating homemade object as wayspot is not considered eligible. But it would be different if its community based project in public area /not SFPRP
