Supplemental: This sign is a beautiful addition to the public community park. It is one section of a public garden where people can plant their own plants and set up a lovely little sign! As an additional note, this sector of the public community garden was donated/dedicated to the Suay Family - that is why it is titled the Suay Family Garden.
I need to stress that this location is not on privately owned land, as this nomination was rejected under the criteria of “Private Home/Residence” (which is completely untrue since it is part of a publicly accessible community garden); and “Not Distinct” (which is arguably untrue since this beautifully painted sign makes this portion of the garden stand out, considering that no other sections of the garden have hand-painted signs like this one). As a final note, I want to communicate that in my supporting picture, I acknowledge that there are technically private residencies in the background, but I need to stress that those multiple-family homes are NOT part of the community garden - they are on their own properties. The Suay Family Garden is part of the Borland Garden (I know it sounds unusual since “Family” is in the name, but it is true).

Are you trying to appeal this rejection? You don’t do that on the forum, you do that through your contributions page. You get 2 appeals, each on a 20 day counter before you can use them again. If you do not see the button which says “Appeal” then you do not currently have one to use.
A community garden normally contains separate plots people plant and tend. Those would not be “Distinct” from the garden. I don’t see anything here that convinces me this is a separate area worth exploring individually. But this does not look like a typical “community garden” so I could be incorrect about that.
In case it helps you prioritize which rejections to appeal, this location would not be eligible to appear in either Pokemon Go or in Ingress:
Thank you for your reply. This community garden is a little weird in that there are different sections dedicated to specific families or people, while simultaneously still being public land. The garden also has 3 sheds and a large composter, each covered in graffiti and art, which is supposed to promote the garden as a place where people can feel free to walk around and explore – and this is in addition to the small hand-painted signs that are at the minor plots of the large garden. Honestly, each has it’s own distinct style, which is one of the reasons why I believe this particular sign is distinct from the rest. I’m honestly confused as to why it may not be eligible if each item could be argued to be an art piece that’s part of a publicly accessible community garden. (Also, even if it was accepted, I’m not expecting it to get into PoGo since there are 2 Pokestops right nearby).
(Also, apologies for including “Appeal” in the title if you cannot appeal rejected nominations in the forums! I guess we can change the subject to determining why this Waystop Nomination is eligible/not eligible.)

What you would need to do for me as a reviewer is to explain why this part of the garden is worth exploring on its own merits. Not just say that it is a separate area of the community garden. IMO, this sign, while cute, is not something I would consider as art I would go seek out. I don’t see a particular reason to be introduced to this area. It seems more like a sign saying that this is the Suay family’s area, and I should respect that boundary. That may be why you got the “Private Property” rejections, even though it isn’t actually SFPRP (Single Family Private Residential Property).
I can see how this would be striking to you and you would want to submit it. Some of my biggest struggles have been trying to see how other reviewers would see something.
This one definitely has me thinking… I think I understand your perspective. I suppose my perspective is mostly that since it’s a little art piece among a larger community garden filled with art pieces, this could be marked as one of those unique ones. Considering what you mentioned, I’ll likely not pursue this sign as a future waystop.
I think the community garden is eligible, but individual plots are not. Same as a playground or football field is eligible, but not their individual parts.
