I got email with 2 rewards 25 november, and yesterday I got another email with only one reward but for the same tier I have already been rewarded.

I havent redeemed the new code since I also heard that people have been unable to redeem their codes because redeemed by another person already?
I am not sure what you are asking. fwiw, I redeemed the codes I originally got without noticing the missing item, and I redeemed the code for the missing item with no issue. I did screenshot that one, but forgot where I posted the screenshot.
There was one item missing from the reward pool in the first code. The second code contained the missing item.

All Ingress participants didn’t get the capsule from the community rewards. It’s a code for the missing capsule.
Keep in mind that users can give their codes to others to use, so if that’s the case, they can’t redeem them again. Codes can only be used once, so if you want the items, don’t give the codes out to someone else.

I tried to give away my pokemoncodes but was impossible for the other person to redeem.
Or was it because I redeemed the ingresscodes?
I have a pokemonaccount but I dont play pokemon since 4 years ago, so gave the codes to another teammate in ingress that plays pogo as well.
If you submitted via Ingress only during the challenge, you will only receive Ingress rewards. I’m a PoGo only Wayfarer, so I only received PoGo rewards. If you submitted via both Ingress and PoGo during the challenge, you’d received rewards for both games.
From what it sounds like, you only submitted edits via Ingress and received only Ingress rewards, so your friend who tried to redeem them via PoGo couldn’t, because they aren’t for items used in PoGo, just Ingress. In the reward tiers, they even listed the different rewards for each game:
Each code also lists what game they are good for in the rewards email. This is how my PoGo only rewards email looks:
If you are eligible for rewards in both games, you get rewards in both games. It doesn’t matter through which game you submitted the edits.

Sometimes codes are tied to specific accounts and cant be shared, sometimes a type of code can only be redeemed once and cant be stacked. I dk the specifics for this code so just listing possible reasons.
I did only submit edit through Ingress, since I havent logged into pogo for a very long time.
But I did recieve codes, (different for each game), and I redeemed the codes for ingress and asked my friend if he wanted my pogocodes. He tried to redeem them but wasnt able to.
After that I heard codes were personal, wich I didnt know, so Im very sorry I tried to give my pogocodes away if I wasnt allowed to do so.
Its common in ingress to be able to give away singleredeem codes to fellow agents.
You didnt do anything wrong, often people give their codes away, if it doesnt work, it doesnt work, but you didnt do anything “wrong”.
