So there is a poke stop near residence and a church/school. I tried to make a stop using the same sign and spot closer to where i can reach it. It denied it saying its a school. My question is how did the original one get placed? Its a school it says it in the sign. But yet a stop is made.

It is difficult to address this question without seeing the location.
If the sign is already a Wayspot, then it should be rejected as a duplicate, or as abuse if you are resubmitting it away from the actual location.
Missplacement of wayspot submission is subject to abuse ladder system and can cause suspension on wayfarer and pogo account.. I suggest you to stop trying to do this.
Many wayspot got incorrectly accepted in the past. So dont use existing wayspot as basis on what to submit. We also need to see more information before we can advise if its really whats hapoening here
Church-school also kind of submission that need to be handled with caution because while church itself is considered eligible, school is in rejection list. If the school and church is in separate building and clearly separated, submission in church ground can be nominated but anything on school ground is ineligible.
