I’ve nominated a few stops. Two, that I know of, were accepted. I’m wondering, though, how I could alter one to be a gym instead. I’ve seen some ridiculous locations allowed to be gyms (a street sign). Is there a separate section for this that I missed?
No, the Gym selection is not handled by Wayfarer at all, but by the game’s own additional mechanics. As such, the Wayfarer Team here can not assist you with this and this question would fit better in a Pokémon GO related space

Addressing the Wayfarer aspect, if you are exploring an area with no current wayspots but several potential wayspots I suggest to start by submitting what you think are the best wayspots first. For example, I’ve seen church noticeboards submitted before the church itself - that will likely lead to the noticeboard being created as a Pokestop and not the church.
Out of the first two wayspots in the L14 cell (see https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/) each ones has a 50/50 chance of being accepted. So if you have two good wayspots then you’ll get a good gym (instead of some random sign). By the time you’ve got six or more wayspots in the L14 cell you have less control.
Remember, you can place submissions on hold in Wayfarer itself - so if you want to submit lots of wayspots you can get them all in the system but place the less “good” ones on hold and release them later. (What I mean by “good” are things like parks, community centres, places of worship, public spaces etc.)
You might notice that in established areas in PoGo that these “good” wayspots are more likely to be gyms, that’s basically because they were submitted and approved before the other wayspots or were imported from Ingress when there were far fewer wayspots in the database.
