Why was this rejected and tagged as duplicate as there is no wayspot in the vicinity with the same nomination. Please consider my appeal for this wayspot. Thank you

I’ve moved your topic to Nomination Support because the category Wayspot Appeals is for appealing rejected removal requests or to ask for reinstating removed wayspots.
There is already a wayspot for those caraboo. Your coordinates place your pin within this L17 cell. The yellow arrow is pointing to the existing wayspot.
The wayspot looks like this
One of these other wayspots is already in Pokemon GO and blocking the caraboo from showing up due to inclusion rules.

I see but there are no pokestop with this poi and the others stated appearing in pokemon go. What are the chances that this becomes a poi/pokestop?
If the game is working correctly, there is zero chance this will become a pokestop. It could become a power spot.
It would only become a pokestop if all the other wayspots were removed. But since there are so many, that is not likely.
I appreciate your shedding light into this @seaprincesshnb im now learning a lot. Looking forward to nominating more stops to keeping the game more fun for all trainers. Cheers
When submitting a wayspot, there should be an option on the map to see nearby POI already in the database. You need to be physically at that location as this doesn’t work for remote submissions.
That way, you can see if something is already in the system, even if it isn’t showing in Pokemon Go.
