Bonjour on m’a refusé un wayspot au motif de doublon il s’agit de plaque commémorative pour un jumelage y a 2 arbres avec des plaques, c’est sauf que c’est pas les mêmes villes qui sont jumelles sur les plaques, comment contester ?

From your screenshots you don’t have one available at the moment, but you get 2 appeal slots that replenish every 15 days if used.
In the appeal make the case that is different and draw out that difference.
An issue is that the title of both is the same. You should have given each nomination a distinct title.
