I have a question about an existing Wayspot in Bernhardswald, Germany.
I originally nominated this object before Power Spots were introduced. My nomination was rejected as a duplicate, and Niantic Support confirmed that the Wayspot already existed.
The interesting part is that this Wayspot never appeared as a PokéStop or Gym in Pokémon GO. However, it now appears as a Power Spot.
I understand that Power Spots and PokéStops may follow different rules today. However, since this Wayspot already existed long before Power Spots were introduced, I am wondering whether this is expected behavior.
Could this Wayspot have been intentionally excluded from becoming a PokéStop, or is it possible that it was missed during an earlier Pokémon GO sync?
I am not asking to bypass any game rules. I would simply like to understand whether this behavior is intended or whether it could indicate a sync issue.

Good question! This is actually intended behavior. Not all accepted wayspots make it into the games because each one has their own inclusion rules for the game board.
Once Powerspots were introduced in Pokemon Go, many of the unused wayspots in Pokemon Go begun being used as Powerspots.

So, just for my understanding:
When I tried to promote the waypoint it was labeled duplicate and there were some internal rules why it didn’t appear in the game? Or does Duplicate not check if it’s in the game or not?
And when dynamax joined there were other rules for those spots in place that didn’t exclude this one and it made it into the game?

Duplicate means it’s an accepted wayspots already. Each accepted wayspot is evaluated by each game based on inclusion rules. So it could be used in one, several, or none of the games.
So yes, when you tried to nominate it again reviewers correctly flagged it as a duplicate. Nominating duplicates does nothing to make them more likely to appear.

There was already a wayspot for the POI that you submitted, but it wasn’t appearing in Pokemon Go due to the density/inclusion rules. Your submission was never added as it was rejected for being a duplicate.
When powerspots were added into Pokemon Go, some were created through imports and some by using existing wayspots which were not otherwise being used by Pokemon Go.
As a result, the existing wayspot became a powerspot, but your duplicate is still not in the system.
