There are existing way spots near me but they don’t show in Pokemon go so I’m guessing they’re used in another game. Is there a way to activate these as pokestops?

You can click on them to see the title and photo. If they don’t have a photo and/or a title in all caps, it most likely is an import that gets used in another game or as a Power Spot. Imports do not follow the same criteria as Wayspots, as they are imported by the games, not nominated by Wayfarers.
I would assume that they are all in the same S2 L17 cell, only 1 wayspot per cell will become stop / gym.

Highly unlikely. This appear to be imports, most likely in an industrial area, in the US. I see the semi truck trailers in the back, so this says some sort of industrial business to me.
When I click on them it says “used in other Niantic games” does this mean I would have to go through a nomination process to try to get it to be a pokestop?

It most likely is an import for Power Spots, but it may not be eligible. Again, imports do not have to follow the criteria, but we, when nominating, do. You will want to review the Wayspot Criteria section to know what may or may not be eligible; the Criteria Clarification Collection is also helpful.
