I’ve come across many other fire stations near the area that have been approved and are active pokestops. I’ve submitted one in particular several times and every time it’s a different reason. Can anyone please give me some guidance.

An active fire station would typically meet the rejection criteria for obstructing emergency services. You can’t always use what is already in game as a guide for what is eligible, as sometimes things get accepted when they shouldn’t, and criteria has changed over the years. It is likely that the fire stations you see in game would meet the removal criteria if they were reported.

Fire stations can be tricky as wayspots should be rejected for obstructing emergency services. It may be possible to find a memorial at the fire station to nominate as long as it is not at all close to the driveway(s).
Another thing to keep in mind in mind is that for a wayspot to be eligible it needs to be one or more of:
- a Great place to socialize
- A Great place to explore
- A Great place to exercise
A fire station itself does not meet the current eligibility criteria the ones you currently see may have been accepted before this eligibility criteria was established or accidentally accepted. Unfortunately we cannot always follow what is currently on the map

The fire stations you see in game are all probably very old. They were used a long time ago to create places to play, and do not meet current eligibility requirements, and do meet current rejection criteria. This link explains current criteria: Wayspot Criteria — Wayfarer Help Center
