Graffiti on the wall rejected

Nomination was done in Polish but below is translated version.
Rejected with reason:
Temporary/seasonal or unremarkable
Business facility

But this is bus stop wall painted on the deep village where kids come to wait for a school bus. I don’t understand why it is considered as temporary or seasonal, especially why it is considered as business facility if this is public place.

HELP: let me know how to improve nomination, to get it accepted.

Description: Frog is waiting for a bus. Not only makes the wall beautiful but also educate: you can paint nice pictures.

Supplemental information: Local graffiti that covers up hooligan scribbles. It not only beautifies the wall, but also educates that you can paint something nice. A place where a group of trainers can take shelter from the rain and catch nearby Pokémon.

Is this graffiti something that the city/town sanctioned or is it graffiti that somebody just painted? If the latter then it’s not eligible because it’s vandalism, even if it is prettier than what was there before.
If it was sanctioned by whoever has authority to do that, then if you have evidence like a link to a website that talks about engaging street artist to beautify public places or something, that will help your case.
