It sounds wrong, and I wanted assurances that they were, in fact, instructing me to do that.

I can. I’ve been trying to resubmit a Waypoint, but whenever I do, it fails to make the Contribution Management page.
It’s this one Waypoint in particular: others do. But when I submit this one location, it doesn’t go through. I’ve done all Niantic asked me to do, and then he strangely suggested submitting it in an inaccurate location.
Given past experience, I asked for more details, clarifications, and assurances, and didn’t get any details, clarifications, or assurances.
