Rondò Forca is already in the database and should mark any new submissions as a duplicate. As for the initial rejection, that one was previously observed showing frequently for duplicates.
Your nomination seems to be pinned at the opposite side of the street, titled differently with poor use of supporting photo hence the confusion for the appeal decision probably. As stated in the decision email,

As for the Madonna, it is unclear which building it is tied to. Being the photos are identical, it is difficult to conclusively confirm where the object is with respect to its surroundings. This clarification may also be relevant,
