I understand you think it is picturesque. How is it a great place to be social with others, exercise or explore? That’s the criteria to focus on if you resubmit this.
You’ve also mentioned a trail, what’s the name of it? Does it have a link you can add to Supporting Information?
What did you provide for the description? I see that you didn’t list that.
Also, the main photo has a good amount of glare from the sun, making it look somewhat hazy and blurry. You may need to take a better photo at a different time of the day or from a different angle.

It appears to start somewhere around 40.56441428260767, -122.42756830953842, and goes through the canyon area southeast of the starting point.
Besides taking a better main photo, I would include the link above in your supporting info. Other than that, I don’t see any issues, other than some thinking that the footbridge isn’t part of the trail and doesn’t promote exercise and exploration of the area, which it clearly does.

You need to look beyond the exact words to the information.
I actually thought your description was perfectly adequate.
A footbridge helps you to continue on a trail.
Include the name of the trail - the trail is what you are using for exploration and exercise, the footbridge is an enabling feature on that trail.
The bridge is also a set point, an anchor to enable the direction of the trail to be followed.
It is not important what it is made of as you are not submitting it for an architectural reason
So a few extra words about following the trail could be added.
I would improve the supplementary by stating which criteria following the trail meets
I use the word “encourages” then the criteria.
Give the name of the trail again and if there is one a link to a website. I tend to give an idea of the length of the trail and an idea of the style of trail eg a leisurely walk in woods, a picturesque walk with views etc . And of course why the bridge is needed - a crossing point of the steep sided gulch etc
I think your key issue was probably the photo as the bridge did not stand out as the colour merged with the trail. So a side view that really picks out the bridge is a good idea.

It’s a bad photo, it looks like your lens is dirty combined with poor light. Always give your lens a wipe before submitting a wayspot, applying something like an HDR filter to a poorly-lit photo can help bring it out (take the photo first, apply the filter and then upload it as an existing photo).
The bridge isn’t distinct in my opinion, but the trail sounds like it is. Concentrate on the trail, for example explicitly mention the Trail in the title and description. Add evidence the it exists in the Supporting Information section.
I note that the trail is included on OpenStreetMap along with several other named trails - Way: ‪Sloppy Joe‬ (‪1345293826‬) | OpenStreetMap - OSM makes it easy to zoom in and paste links to a particular POI. I think the bridge itself is marked on OSM at Way: ‪Sloppy Joe‬ (‪1345293827‬) | OpenStreetMap . Reviewers can compare the OSM map with the one in the submission to verify its location.
This rejection reason looks like the reason that shows for “Generic business” when the community uses it, or just “generic” when it goes to internal review. Did your email say “community” or “our team”?
This photo could be much improved. What are the smears? The “footbridge” looks like it could be some random sticks on the ground. Can you take the main photo from an angle that shows what the bridge is crossing to show that this is a vital piece of the trail? I think that shows better in your supporting photo. A side view might better show off this footbridge.
