Yes, it qualifies. I have submitted and had accepted signs like these. Although they are signs, they mark the shopping centre itself. Individual stores within the shopping centre may separately qualify without conflicting with this.

I will just add my personal opinion on these and a reason that I tend to skip (you now see why I will hit the Skip Limit fairly regularly). Shopping Plaza can be great places to explore and be social.

I like to make sure that the sign is in a pedestrian safe area, that it reflects business that support social/ecploration:exercise, and that there is not effectively a duplicate of this sign just down at the next driveway.
