This one looks like it could be on private residential property. Even if not, it doesn’t appear to have safe pedestrian access because it is right on the street. Even if people typically walk in the street, it looks like cars pass right up to the POI.
As @Leedle95 said, the first one is on private property. Can you show us the full nomination for the 2nd one? Edit: It looks like the 2nd one has unsafe access, the only way is to walk in the street, there’s no sidewalk
This area and the photos provided do not fit at all. Even if street view is 6 years old, I would not believe they demolished buildings and planted such big trees.

In the supplemental information image, there’s a road right to the shrine. I don’t see the road.
In the supplemental information image, vegetation is completely different to the one seen in the coordinates.
There is just no way for a reviewer to know if the shrine exists/is located where you say it is. Try using the supplemental information to give contextual clues. Try taking a photo from behind the shrine so buildings are seen. That would easily prove that it exists, even if Street View is not up to date. As long as there are the same buildings, a reviewer can do a 180º turn in Street View to check the surroundings:
