In town there is a tower as the only surviving structure of the castle that the town is named after, but it’s Not In Game because of another POI in the same s2 level 17 cell.

We had many tourists/visitors during the Global Go Fest because we got a bunch of well placed super mega raid gyms, and a lot of them were sad that the tower was not an in game spot

So I was wondering if it was possible to have the landmark manually set to bypass the rule so to speak, so it becomes In Game poi?-

if so what would the step I would need to take be to attempt this?

Short answer: No.

Long answer. No. No community-submitted wayspot gets special rules, only Scopely imports (these can be imported without needing to be things that would be eligible community-submitted wayspots), sponsored wayspots and anything created by the Pokemon Go Community Ambassador Program.

The short answer is no.

Unless the POI in the same cell is moved or removed (for legitimate reasons, of course), then it will remain as it is.
