You get 2 appeals, each with a 20 day timer before you can use it again. If you have already used them both, you will have to wait to get one back to appeal this.
Would you like to share your nomination here for advice? I usually try to resubmit a couple of times before I appeal anyway.

It is a smoking area in a school. However, it is in a location that is difficult to identify with satellite images due to trees.
a smoking area in a school does not seem like a great place to me for exercise, exploration, or being social. but i will let someone more familiar with this part of the world help.
I would argue that it is about the BEST place to socialize, as they always have been during my youth and young adult years. I still miss places like that; it has definitely made quite a dent in my social life.
But since the past 15-20 years or so, I don’t think you will get away with it anymore in Europe, much less America.
But should we transpose OUR valitudinarian cultural norms to countries where smoking is still just the most normal and accepted thing ? As normal as it was here up until the late eighties , early nineties ?
Both my parents died way too young because they smoked. I don’t think any smoking area would be an appropriate Wayspot. But I did say I would leave this to people from the region for help. No need to reply to me on this, only the OP.
What kind of school? If for children under 18 years, it is completely ineligible.
For me, a smoking area is also ineligible as a adult location. Seems like the minimum age to buy tobacco products in South Korea is 19, which confirms the adult only status.
As you say, only over 19 age can buy tabacco in South Korea. It’s located within the university, so most people are adults. But it’s an open space, so children under 18 years can be access it.
