You’re correct that there can’t be more than one PokéStop in the cell you mention.
However you’re using IITC which is an Ingress tool so you are not seeing PokéStops on that map but Portals. For Ingress, their inclusion rules do not use cells, but a distance of 20m instead so there can be more than one Portal in a cell.
Also moved to General Discussion as this is not a bug and is working as intended.

Again, you’re looking at an Ingress map.
Ingress can have Portals added to their game from a nominated Wayspot as long as they are 20m away from an existing Portal.
The Wayspot is approved and has met that inclusion rule for Ingress so appears there.
The Wayspot has not met the inclusion rules for Pokémon GO, as there is already a Wayspot within that cell which is a PokéStop in Pokémon GO.
When looking at inclusion rules:
20m only matters for Ingress
Cells only matter for Pokémon GO
