I live on a university campus that has an abundance of Pokéstops and Gyms, but we get no spawns in the area except for at midnight or if we use an Incense/Adventure Incense; Lure Modules don’t seem to work either and this has been the situation for atleast the past 3 years and no one in the fairly large community of players that we have here knows what can be done to fix this. I have seen that this might be an issue with how the area is tagged in OpenStreetMap, does anyone know if this can be fixed or if there’s anything that I can do about it? Thanks a lot for your help!
Edit: For some more information if that’s helpful and in case this catches the eye of someone from Niantic who can do something about it, the university in question is Ashoka University in Sonipat, Haryana (India). I have also now checked OpenStreetMap and it is correctly tagged as a university since the very beginning (6 years ago is as far as the history goes for the feature) and not anything else so atleast based on my understanding that shouldn’t be what’s causing this issue. Really looking forward to a response that could explain why this is happening and maybe give an idea as to how it can be corrected aswell!

Unfortunately this is not a wayfarer issue as Wayfarer only creates a database of Wayspots which the games can then select from. It has no influence over game play such as spawns.
You will need to contact Pokemon Go support.
It is likely to be an issue related to the tagging in Open street map. You say you have checked that it is tagged as university. I’m suspicious that there may be something that Pokemon Go thinks is education for under 18s as those routinely block spawns.
You could try asking in places like TheSilphRoad on Reddit where someone who actually knows about Open Street map and its use in Pokemon go (which I am not)might be able to help.
