When I add a new photo for a pokestop it either:
a) appears immediately
b) goes to voting with Niantic logo on it and appears in a few days
c) goes to queue and voting and takes months
Is there a logic on what happens and when?

Situation A is being reviewed by machine learning.
Situation B randomly happens for wayfarer contributions.
Situation C applies otherwise, and yes this can take longer (that depends on how many reviewers there are in your area and more). If you want to get a resolution faster you can apply an upgrade.

What is random a wayfarer contribution? Only way I’ve added new photos is through Pokemon Go while I’m physically close to the pokestop.
What @iFrankmans referred to in Situation B is that the Niantic Review is random and not pre-determined for Wayfarer Contributions. He’s not saying your Contribution is random.

Yes indeed, sorry for the confusion
Okay that explains, because those that I’ve seen to come immediately have been ie. new photos taken in a better weather than old, and those that go in voting are something that have changed in appearance completely, like a big renovation of the subject
