This sometimes happens, even after a new photo surpasses old on votes, old photo stays. For example this, current photo has 1 and new taken on better weather with blue sky that would make description readable has 2. Yet Even after months it doesn’t update, why is this?
I believe the main reason is Ingress image vote got stucked and it would also count in the photo like count in Pokemon Go.

Ingress photo have hidden counter that you cannot see from pogo. Keep giving it like and it will turn eventually
Even though Ingress and PoGo have split, the Ingress votes are still counting in PoGo. We don’t know if this will be corrected, since each game is with a different company now, but it’s something that has been requested.
Most recommend asking friends that you send gifts to to upvote for the photo you’d like to see as the main one, to help get it passed those hidden Ingress votes and make it the main photo hopefully. You could also ask those that visit this Wayspot to upvote the photo as well, if you know anyone locally.
