I can handle a shopping center sign that marks a shopping center full of eligible wayspots, like popular restaurants/cafes, maybe a movie theater or sports venue/arcade, but I reject signs for strip malls when none of the business come close to meeting any eligibility.
Honestly, the criteria is BS. I’ve submitted hundreds of nominations over the last year or 2 and have gotten only 30 added. The people giving you feedback are way to stuck up. There’s always going to be something wrong with every poke stop to them. What I don’t understand is why fellow players discourage a stop like yours when it is obviously in a place where people go. Just because people don’t “go out of their way to walk there” doesn’t mean no one can get exercise there. Just keep trying. Eventually you’ll get one accepted. People are just trying to expand the game and Niantic needs to realize that that can’t happen if they find minuscule details wrong with every pokestop and reject them.

It’s important to remember that wayfarer is not about creating wayspots solely for one game. It is game agnostic. As such it is about finding places/objects that could be used in a variety of ways and hence we consider these within a broad framework.
If you read around the forum you will find a wide range of views. There are very few hard and fast “rules” in Wayfarer. There is a lot of discussion around points that require judgement calls. The reviewing process alllows for a range of reactions to each nomination before a result is finally reached.
The introduction of an initial review by a program that uses AI in the form of machine learning (you will see references to the the nickname Emily or the abbreviation ML) means that some submissions are good get quickly accepted or if they appear poor they get rejected.
You describe hundreds submitted with very few accepts. I would be deeply frustrated if I was getting that sort of result for my efforts. If you want help to make your efforts pay off and get acceptances instead of disheartening rejections then we will happily give advice. Hopefully that would lead to a turnround in your experience.

This is not related to the nomination above, but: while I am obviously very stuck up and while I appreciate stops and other types of in-game objects as much as anyone, I would also appreciate it if members of the community who had experience nominating or reviewing similar types of nominations gave their take on something I am trying to submit, even if part of that advice amounted to not wasting my time. I have found that getting additional pairs of eyes on nominations that struggled resulted in higher acceptance rates.
I would also feel quite bad if my advice to ignore criteria resulted in someone getting their account sanctioned.
All that to say, please be respectful of the people who took time to dissect the nomination and volunteered advice above and of their opinion, and please do not give advice that amounts to “spam it until it gets accepted”, it’s not very constructive.
