Any helpful suggestions super welcomed. Sidenote, these bird houses are definitely not temporary. They’ve been there for years as the house across the street acts as a sanctuary, has probably over 100 of them and they just put a couple across from them next to the park.

I am wondering if the signage on the gate would qualify in the acceptance criteria?
Alternatively, is there any links / information from the local council / authority that shows this as a community accessible park / garden?

First, let me clarify that the categories section you choose in submitting a Pokemon Go nomination have nothing to do with eligibility. You will even find categories like “elementary school” and “fire station” there. Ingress submitters don’t even have to choose categories.
I see someone else is typing so I will hit enter for now and see what they are saying.

Okay back to replying. Individual birdhouses are rarely accepted because they are usually put up seasonally, and having them as a Wayspot would disturb the birds. In rare cases an elaborate one that is obviously a permanent fixture might be accepted, but that is the exception.
I agree with @P1dg3ySlayer that the sign would make a better focal point for the park. Since the rejection reason was “Wayfarer criteria” this may have been a decision by Niantic’s ML (machine learning ai) model. It will reject if it cannot detect anything in the photo that it has learned is an eligible nomination.

Based on the above image, it’s highly unlikely that both would have made it into the game. Also, as the Gate sign has already been accepted, submitting a nomination inside the garden would be effectively a duplicate.

Thank you for all of the insight on the other stuff. The garden and the park are two separate entities though. The garden is actually owned by a nonprofit out here that has multiple plots set out around the city. Park is across the street from the Authority housing for its residents to have a gated communal gathering area
BTW, this is the house that runs the bird sanctuary across the street from the bird houses that I pictured earlier. It was also rejected based on it being on private property, even though it Is an organization. The ones I showed you guys earlier are not actually on the same property, but on the land attached to the park that has been approved on the map.
Are you submitting bird houses or a park? It is very confusing because you mention both and then your photos seem to show a fenced in yard that honestly looks like a single family residential property.
Keep in mind that this all seems very clear to you because you exist in this space. But you need to make it very, very obvious to people who may be located in a completely different country. Your photos must have a clear object.

I would say that the Bird Sanctuary doesn’t fit the criteria, unless it can be demonstrated that it is open to the public. Does the Sanctuary have a website that allows us to deciminate what it has to offer? Does the Sanctuary have a Cafe that is open to the Public so people can meet and socialise?
Whilst I am a fan of Wildlife Sanctuaries / Reserves, I am not necessarily a fan of people going to these locations for the purposes of playing a game for the sake of having more wayspots.
Looks good to me, unique, interesting and cool, sometimes you have to try several times with different wording and different photo angles, it can be frustrating to say the least, I had a some turn into powerspots when I wanted a pokestop to generate a new gym. It took a long time but finally we got a new gym.
In the US at least, it’s entirely possible to have single-family private residential property certified as a Wildlife Habitat by the National Wildlife Federation … so even though they have an organizational designation, these properties would not be eligible as Wayspots. Not saying that this is the issues in your case, but it may explain why reviewers voted the way they did.
