The coordinates you gave here are in the same L17 as the basketball court so cannot be a pokestop or gym, and are within the 20m circle so cannot be a portal.

ohhh i see now what about like mailboxes or like a community news board are those likely to get approved

the tool i am using to see S2 cells is iitc with a pogotools ( pogo-s2) overlay.
Mailboxes aren’t allowed if they are on single family private residences, and if at apartments, they typically need to meet some other criteria to be added. The message board is eligible, as it will have info that important to the community, making it a great place to explore.
You may want to get familiar with the Wayspot criteria, to know what is and isn’t eligible. You can find more info here:
