I have over 1600 agreements and yet I got my Wayfarer badge in bronce.
Wayfarer agreements only count towards the badge when your rating is one of the top two - Bueno or Genial in your screenshot. When your rating is low, you don’t get progress on the badge.

Based on your agreements, you are accepting things you shouldn’t. You have almost no agreements for rejections, but generally there are a lot of things that get to review that aren’t eligible or have problems.

Remember - the point of reviewing is not to accept as many wayspots as possible, but to determine if each submission is suitable. See also “Wayspot Criteria” on the same page.

Congrats on getting your ranking back up 
The agreements made after your improved ranking should now count towards your medals again. Just keep in mind it takes awhile for a nomination to finish being voted on. So it may take a bit of time before you see changes to your medals again count.
You need to keep reviewing while maintaining ranking. Anything reviewed prior to this is not counted
