No, not exactly. Links can be included in the comment box, as they are text, and the removal team can then view the photo of splat provided at that link.
First, you need to report the removal in-game. Now that there are comment boxes, you can include up to 256 characters, so a short explanation and link to a photo or splat can be included. This info is then reviewed by a human, and they decided, based on the info they have, whether to accept the report and remove the Wayspot, or reject it.
If you receive a rejection email for the removal and you have additional info, you can appeal the decision here in the forums. The forums should be the last resort when it comes to removing an invalid Wayspot, especially now that we have the comment box.
I recently requested the removal of a Power Spot in PoGo for a Burger King that was torn down this summer. Before submitting my removal request, I went and took a photo of the now-empty lot and the surrounding area. I uploaded it to Imgur, and they provide a short url link. I copied that link, wrote in the comment box that the BK was torn down, and pasted the link after my comment. The removal request was accepted, so there was no need for me to request removal here in the forums.
There is some additional info about using the comment box (keep in mind this is mostly about using splats, but photo links are acceptable, too) here:
