Reporting closed business is the right thing to do. But everything comes back to you. You need 6 wayspot to make 2 gym. Dont think too much about 3rd gym/ 20 wayspots. Its very hard to do, in fact there are some area thats impossible to get 3rd gym. But 2 gyms/6wayspots is usually doable.
What are the chances of a pokestop in a L 14 cell with 4 pokestops becoming a gym?

With 4 pokestops, you (should) already have one gym.
Once there are 5 pokestops (plus the existing gym), each one has a 20% chance of becoming the second gym.
I am saying if the gym which i have was removed then, I have 3 pokestops remaining and nominate one which gets accepted then I will have 4 pokestops, so what will be the chances then?
Sorry, misunderstood. If the gym doesnât automatically appear an a remaining pokestop once the existing gym is removed, then it should appear when you get a new pokestop and each of the four pokestops will have a 25% chance of becoming the gym.
(It would be good if the gym calculation is done automatically when a gym is removed. It would also be good to know if there is a âcreate a gymâ routine triggered when the 2nd pokestop is created vs âcheck for gyms neededâ routine triggered everyone a pokestop is added. Thereâs a risk it is the former, which means a gym might not appear.)
I am thinking about removing the gym first then making another one so that it is almost guaranteed a gym will be made, like it is made normally.
Also @AliceWonder1511 @salixsorbus do you guys know how much time it takes for a gym to be removed?
Gym removal should be fast after approval on start of next day. If you have 4 pokestop and you remove the gym, one of remaining pokestop will turn into gym
After the removal request has been accepted, it should kick in within a day. If it gets rejected and you have to appeal with extra details, then this delays everything.
So if I report the gym today will it be removed by tomorrow?
If its approved today. Anyway rule of thumb is to wait 48 hours before doing any complain.

No, as the process is completey different. Wayspot submissions are (generally) reviewed by the community, so have to go into the queue, go into voting and get voted on. This can take a few days or a few months.
Removal requests are reviewed by Niantic staff and not by the community. I find it takes around a week to get appeals decided, so I expect it is the same for removals.
1-2 week is okay but I hope it wouldnât be more than 1 month.
