Hello, In my neighborhood, which is unfortunately not very safe, there are no gyms nearby. Players have to expose themselves to danger in order to join raids. Some new locations have been requested, but they were only accepted as PokéStops. Is it possible to upgrade one of them to a Gym?

While in my city there are other areas with multiple gyms close to each other.
Pokestops and Gyms all depend on S2 Cells.

Hi and welcome, beyond what’s been shared above, I understand the confusion but unfortunately this is a Wayfarer forum and no one on it can change the density rules that trigger Pokémon GO gyms, and the density rules are determined by the Pokémon GO team.
Other areas may have sponsored locations or remnants of old abuse - it does not follow that these are normal cases or that other areas can be made to be the same.
