Hello, a PokéStop nomination has been rejected twice in an area that has no stops. The reason says the graffiti is not located there, but it is exactly in that place. What should I do in this case?

Looking at the co-ords in Google Maps it seems that it is right in the middle of the buildings. Not on the side of a building as you would expect.
There is no streetview in the area so you need to convince the reviewers that it is where you state. Maybe use a GPS Camera App for the 2nd image.
Also make sure that the submission is not going against the following criteria.
Mural / Grafitti: Authourised Murals should get through but Grafitti can be rejected as Not Permanant and / or vandalism.
Single Family Residence: Anything attached to a Single Family Residence or its grounds is ineligible.
Sometimes the reviewers will select several different reasons to decline and the reply you get will state just a couple of these which can cause confusion.
