This particular nomination is not a strong one and would be rejected by most reviewers. It is just a directional marker pointing out where other things area (which might be eligible in themselves). These /can/ be eligible but have to have something more to them than being just a direction sign.
Attacking reviewers who rejected this submission is not appropriate.

As others have said from the limited information here it looks like a direction sign which is not eligible. The range of voting decisions probably reflects that reviewers were unsure how best to reject it and send a message to you as to why.
It does not mean that fellow wayfinders reviewing did anything wrong.
You can if you wish appeal the rejection, that is up to you. The advice here is that it is at best weak, so if you appeal you will need to focus your efforts on providing evidence as to how it meets one of the core criteria and why it should be accepted.
