It didn’t really tell me the exact reason it was rejected, which is why I’m making a post now. I’m not sure how a giant metal art sculpture wouldn’t fit, other than potentially there being too many nearby Pokestops already in the same public park, but I’m not sure why that would be a valid reason. I’m guessing I’m not the first person to submit this as a stop.

Description: Titled ‘Bloom Where You’re Planted’ it was constructed in 2023 by Brad Oldham. A gathering point at Surprise Community Lake Park.
Supplemental reasoning: I believe this is a good Pokestop because it is an iconic sculpture at Surprise Lake, and a gathering point for the community who attends the public park. It is a spot where people would want to take photos, and is easily recognizable.
This Wayspot already exists in the database from what I can see. It’s in the same Level 17 S2 Cell as “Welcome to Surprise Lake”. Pokémon Go has a limit of one Pokéstop or Gym per Level 17 S2 Cell, so that’s why the cactus isn’t able to appear in game. It’s a shame, as the cactus is the more interesting wayspot, but the lake sign was there first and those are the proximity rules.

There is no Pokestop at the location, which is why I submitted it. I believe the “Welcome to Surprise Lake” stop is located somewhere nearby.

This is already a Wayspot, at 33.628893999999995, -112.375473, so I’m assuming it was rejected as a duplicate. I’m thinking that it’s not in PoGo though, because of density rules, but it is on the Lightship map.
What we are actually doing is submitting Wayspots, not stops/gyms for PoGo, or portals for Ingress. Each Niantic game used the Lightship map to determine game play locations, and each have their own density rules. PoGo uses a S2 cell rule, whereas Ingress uses a 20 meter rule.

I’m also thinking you didn’t have the bottom left slider turned on for the map to show all existing Wayspots when submitting in PoGo. You will want to turn this on in the future, to know what Wayspots already exist in the area.

Interesting if there is a 20 meter rule, given how close the other Pokestops in the park are, but I’m not that well versed in all of this stuff.
The 20 meter rule is for Ingress, not PoGo. See the link I posted to the PoGo Hub that has more info about S2 cells.
You can see all existing Wayspots, even ones that don’t show in either Pokemon Go or Ingress, in the Pokemon Go nomination map screen if you are there on site. Turn the toggle on and it will show all Wayspots with red exclamation points for ones that are not in Pokemon Go like this:
