I have been getting reviews far from home and like many people here, I was greeted multiple times with the message saying nothing to review for now.
However, I’m aware quite a number of players from my city have submissions stuck in the queue for days or weeks. Why is Niantic not assigning them when so many reviewers are complaining not getting reviews?
Right now, there is currently a global challenge happening, and users can choose where in the world they’d like to review by changing their home and bonus locations. More info about it can be found here:
It’s possible that others haven’t changed their location to where you are, and if it’s a more rural area with few reviewers, I can see this as being the case. Most of us have been going to larger cities, as the queues there have been larger.

I live in a major city listed in that post and some people mentioned not getting reviews from my city. But in the meantime, we have outstanding nominations stuck in queue..

This exact number cannot be disclosed at this time, however, we can say that this depends on the performance of each individual Wayfinder.
Another thing to keep in mind is that this is a holiday weekend, and there were many trying to get to 500 on the first day of the challenge because of holiday activities. Staff may also be limited, so it’s best to be patient.
