POI in empty S17 cell but not in Pogo

This sounds like something that has happened a few times before. This is one recent example:

I have reported this multiple times using different reporting methods and it always just gets brushed aside, ignored, or I get the generic “Not all Wayspots will appear in Pokemon Go” spiel despite all evidence I provide showing that I know how Wayspots work and that there is CLEARLY A PROBLEM HERE.
