If I’m understanding you correctly, you want to suggest a location edit for a Wayspot that doesn’t appear in PoGO, is that correct?
If so, you can use the help chat on the Wayfarer site. Click the menu, pick the Help tab, and an orange speech bubble will pop up. Go through the options, give the bot the information (Wayspot name, current location, correct location, and you can also upload any photos that will help prove the actual location as you have done here) and a human will review it and respond in a couple days.
If my understanding is not correct, please let me know.
I also feel I need to mention that you should only try to move the location of a Wayspot if it’s currently not located on the actual object; moving it just so it will appear in a specific game can be considered abuse by Niantic. (Not saying that’s your intent, just wanted to make sure you are aware.)

It does not matter if it does not appear in PoGo/Ingress, its the location is wrong.
