Unfortunately, every game has it own sets of rules for including spots. These are S2 cells.

Unfortunately the wayspot won’t appear.
Pokémon Go has been seen to use some geographic mapping software to space out pokestops and gyms. These are known as S2 cells and are explained in this article

The key “rule” is that only 1 stop or gym is allowed in a level 17 size of cell.
The greyed out diamond shape is the level17 cell. You can see your wayspot, and also the one that is a Pokestop.
There is nothing can be done at this stage for these wayspots. But do try to understand this to avoid future frustration and disappointment.

Only one wayspot per cell can appear in pokemon go. Perhaps this is a translation issue but the “level” refers to the size of the cell (=square) and has nothing to do with in-game levels

You need to read the article carefully.
Basically it’s a way of covering the earths surface with a grid.
The boxes that make up the grid can be of different sizes. The sizes are referred to as levels .
So a level 6 cell ( or another way would be to say a size6 box) would be very big could contain several cities. As the boxes become smaller the number that it refers to increases until you get to a size17 box which is what is shown in the map I’ve shown so in 10s of metres.
