Being that you note that you are trying to nominate a stop, I don’t know if you play Ingress, and will be able to access the links @cyndiepooh provided.
Also, you are not submitting stops/gyms, but places to be Wayspots. Waystops are real-life locations added to the Lightship map. All Niantic games use the Lightship map to determine game play locations, and each have different density rules.
I do see 2 different areas for the Overton Lock and Dam, so I’m also unsure which one you are referring to. The public boat ramp is at 31.19371582348301, -92.30929712619995, whereas a rec area by the actual lock/dam is at 31.185196171654695, -92.29289333572467.
Unfortunately, there’s no Street View at either location, so I can’t tell which location this sign is at. There is a Wayspot for a sign at 31.193699, -92.309133, which is for the boat launch, so I’m thinking this is for the rec area, where the playground and picnic pavilion have Wayspots.

From the wording in the first post, this looks like they were asking to have it removed but the email said it “didn’t meet requirements” for removal, and saying it was “just a sign” doesn’t sound like they are trying to submit something.
There’s no Wayspot for this specific sign though. Maybe there was a Wayspot for the lock/dam work area just north of the rec area with the playground.
I did an image search for the sign, and got no matches back. I wonder what images there are in Ingress for the boat launch, as maybe this is what the sign for that once looked like, and still does in PoGo, as Lightship has a different main image.
@Zom3ieKi77eR Are you able to clear some things up for us? The name of the Wayspot, it’s location, and more details would be helpful.
That’s partly why I was thinking this might be a removal request. Maybe the sign that says it is a rec area is gone and now it is just a sign? But it is by a park? I hope the OP returns …
Ok, so they said it’s just a sign in a parking lot at a park. I think I see a sign at 31.184818398719486, -92.29384866816162 for the rec area. I don’t know why they would want a park sign removed, since they mark where the park is, and parks are great places to be social, exercise, and possibly explore.
But there is no Wayspot here, so could they have nominated it, was rejected, then appealed and was rejected again? Maybe they meant to say “It said,” meaning the rejection reason, and when appealed, the appeals team rejected for being a park sign, which is so wrong.
Yes, I do hope they come back and provide more info. The system seems to have unlisted the post for a few hours after it was posted, for some unknown reason, then it got listed. Maybe the OP wanted an answer right away, so when they didn’t get one left the forum, and maybe they haven’t seen their emails yet asking for additional info.

The prompt tells you that you are submitting a Pokestop, but you are actually submitting a Wayspot. Only a Wayspot that is alone in a level 17 S2 cell can appear in Pokemon Go. A good article explaining that is: https://pokemongohub.net/post/article/comprehensive-guide-s2-cells-pokemon-go/
If your nomination was accepted but does not show in game, you can leave the coordinates and someone can confirm for you that is why it isn’t showing. But that usually is the case.
If you had a nomination rejected and you don’t understand why, we need screenshots showing the title, rejection reason, main photo, description, supporting photo, and supporting statement at least to try to help you figure out what you could improve. The location where you put the pin is helpful too.
31.190624999999997, -92.288769 is for the actual lock and dam, not the rec area; that’s the one you changed the name for. I don’t know if pedestrians are allowed to access that area; seems more like a work area than a rec area.
I think they are referring to the sign at 31.184818398719486, -92.29384866816162, which is the Red River Lock and Dam 2, and has Wayspots for the pavilion, playground, and a historical plaque (the plaque was added within the las 2 days).
I’m thinking the sign for the rec area was rejected, possibly by ML, the AI, if the email said “our team,” and are wondering why. It’s hard to say why it may have been rejected without seeing screenshots of the nomination, knowing what info was provided.

The sign is pretty much at the entrance of the rec area … the blue dot … that’s the one that was rejected
It is not a work area, idk why they would think that … it has a single entrance to the parking lots …

So, you mentioned Pokestop in the description. It’s considered influencing when you mention anything Niantic game related in the description and/or supporting info.
So, ML rejected it for influencing reviewers, and rightfully so. I would just keep the historial info, and add some info about what the rec area offers in the description and resubmit it.
The rejection criteria can be found here, and #8 is the one that talks about influencing reviewers:
Theres no evidence ML rejects for a specific reason such as game references in the supporting info. Aside a random comment in the forum, theres no guidance against using game terms in the supporting info.

Here is why your pavilion is not showing in Pokemon Go. It is in the same level 17 cell as the playground.
I can work backwards from your emails and guess that the rejection reason on your sign contribution was “Wayfarer criteria” based on the “our team” rejection instead of saying it was a community decision. But I am not sure why it was rejected. If this is the main photo that you used, possibly it was due to sun glare.
If this is for the same side of the river as the existing sign, I would not recommend resubmitting.
If this is for the other side of the dam, you may want to submit again using the photo you showed us in the first post - unless that isn’t your photo.
This description reads fine* to me:
The lock and dam is a waterway system built in 1982 and finished in 1987 by the Red River Waterway Commissioners and the US Army Corps of Engineers
But the supporting statement should just be about why this is a great place for at least one of the acceptance criteria: exercise, exploration, or being social. I know the prompt asks you why it would be a good pokestop, but it is misleading. You can give evidence about why it is interesting here, and that it is a great place to visit.

Ah, I just looked back on a past email for a nomination, and it doesn’t split the description and supporting info. I’m so used to looking in Contribution Management, where they are split up.
Still, it’s a good idea to avoid game terms and references. There are a very small minority of reviewers that reject a nomination because someone said in the supporting info that it would make a good Pokestop.
@Zom3ieKi77eR I also noticed that the nearby Poland Rec Area only has 1 Wayspot, at a historical plaque. Looks like there’s more there that could be nominated, as there’s a boat launch, a fishing dock, and looks like there may be some pavilions there, too.
