Apart from reviewing and upgrading as @NvlblNm has suggested, you can pray to the Wayfarer gods and hope enough people will be able to review it for it to go through.
If it’s been “In Voting” for a long time, it’s possible that it’s just not coming to a consensus. IOW, some reviewers think it’s ok, but some do not, and it can’t come to a conclusion.
